Europe breathed a deep collective sigh of relief on Monday, as the diplomatic emergency caused by the presentation of a new comprehensive peace framework for achieving ceasefire appeared – momentarily – to have been defused. A senior US official spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its response: another massive barrage of aerial bombardment on Kyiv.
The Pattern of Diplomacy and Destruction
The sequence of opposing developments captured the harsh reality of the outgoing year. By day, negotiation efforts are conducted: hopeful statements are delivered from multiple capitals. Significant resources is allocated on containing specific proposals. By night, the Kremlin clearly shows the world that, for them, military action persists as the key method for achieving "resolution".
Nighttime Reality
As Russia's attack unfolded into the early hours of Tuesday, the current condition of Ukraine's defenselessness was exposed. Ukraine is able to track projectile deployments from enemy soil, a ability enabled by timely intelligence. From observation points, Ukrainian air force fighter jets that had been dispatched to counter approaching guided weapons roared overhead – sophisticated military planes delivered to Ukraine by NATO members.
Soon thereafter, Kyiv's missile defense engaged: multiple launches deployed against a hostile projectile. This was a modern interception technology at work, most likely provided by partner states. Every launch jolts you unexpectedly, rattling buildings. The brief panic quickly becomes sober acceptance: possibly the incoming missile won't hit its mark this time, sparing the city from catastrophe and further power outages.
Continuous Dangers
Soon after, a heavy machine gun engaged a drone somewhere nearby, part of a mobile-fire group – probably Western-made equipment. Regrettably, the shots failed to hit the hostile drone – it continued its flight toward its destination.
Intermittently, this carried on until dawn. Kyiv greeted the morning news: seven people killed, damage and heating outages in many homes as a result of the nocturnal offensive. As customarily, everyone still maintained normal activities – experiencing conflict. But those entire period encapsulated Ukraine's vital need on Western support – a need that regional partners are clearly incapable to substitute in the near term.
Ineffective Peace Efforts
The comprehensive proposal from Washington generated strong feelings, discussion and serious worry – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and multilateral gatherings.
Every new initiative from American administration adheres to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, manages to fend off. They contain the crisis but never actually achieve victory. This trend will, no doubt, continue.
Strategic Calculations
It is easy to blame certain parties of repeatedly advocating Moscow's conditions. But that does not seem to be the entire situation. American leadership functions according to a premise familiar among international relations experts: you cannot achieve through diplomacy what you have failed to defend militarily. The American government assumes that it is unfeasible to compel Moscow to surrender the territory that it currently occupies in Ukraine's southern or eastern regions.
The problem is that while acknowledging this situation, Washington does minimal to prevent Kremlin actions, through diplomacy or military means, from thinking that the situation will not change more in its benefit in the near future.
Divergent Views
Therefore, Russian leadership is confident that time is on his side – that Ukraine and its partners are coming close to fatigue. Their incentive to sign a deal that does not give them the maximum possible gain is virtually nonexistent. There may be many attempts to achieve ceasefire, but they will continue as long as Russia's government remains completely certain in the conclusion.
On the contrary, Ukraine's government believes that Ukraine can still endure, gradually sacrificing civilians and areas but preventing a entire defensive failure until conditions improve in its favour.
Current Realities
Factually, there are no genuine requirements for a armistice. Now, individual motivations are coming into play: leadership ambitions to mediate resolution and obtain worldwide acknowledgment, and the government's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the country's interests against any plan Kyiv finds unacceptable, so that their attention does not shift toward domestic problems. And although their objective will now be significantly challenging after current events, it remains highly unlikely that this will modify their basic position.
These opposing factors are guiding negotiations.
Assessment and Future
It took a mere seven days to terminate the 28 points of the current initiative. Aggressive and erratic handling of the matter by US administration, opposition by Ukraine and the remaining European nations, along with soothing efforts of diplomats, and finally, latest revelations, all achieved their purpose.
While new plans based on old ideas are approaching, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are based on Russian demands and reflect particular unwillingness to alter the situation, if they remain united and enhance their military capacity at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the predictable period, mainly require continued Western support.
